Chairing the Ocean Hull Workshop at International Union of Marine Insurance (IUMI) 150th annual conference in Berlin (Germany), Ilias Tsakiris, General Manager of American Club Europe, CEO of Hellenic Hull, and Chair of IUMI’s Ocean Hull Committee opened by saying: As we celebrate this milestone, we are reminded of the legacy we’ve inherited but also of our responsibility to prepare for the future. The marine insurance sector has a long history of adaptability, and now, more than ever, we must remain nimble as the world around us changes.”
He emphasized the continuing growth of global ocean hull premiums, which rose by 7.2% in 2023, reaching USD 9.2 billion. He explained that this growth was due to increased shipping activity and the rising value of vessels. "Shipowners are investing in growing their fleets with more technologically advanced vessels to meet the demands of global trade and consequently hull underwriters have expanded their covers for these higher-value assets."
However, he warned of potential challenges on the horizon from new capacity entering the market, particularly through existing insurers seeking rapid growth.
Tsakiris also touched on the changes in claims activity noting that 2023 saw an increase in claims frequency and costs compared to recent years, though they remained at pre-pandemic levels. “As we move into 2024, the situation appears to be stabilising”, he noted.
He highlighted that the post-pandemic environment had introduced new dynamics to the claims landscape, but the industry was adjusting accordingly. “We’re seeing shifts but the industry is responding well. The fluctuation in claims is something we’ll continue to track but the outlook is more balanced for now.”
Trade Route Disruptions
One of the significant issues Tsakiris raised was the impact of geopolitical tensions on global trade routes, particularly in the Middle East. He pointed to the ongoing Red Sea crisis, where the activities of the Houthi rebels had led to considerable disruption. "Many shipowners are avoiding the Suez Canal, choosing longer routes around Africa to safeguard their vessels and crews," Tsakiris said.
This shift, he explained, was not without consequences. “These longer voyages expose vessels to unfamiliar waters and less developed ports, which heightens the risk of damage and delays. The lack of salvage and repair facilities on these alternative routes means that even minor incidents can escalate into significant claims.”
In addition to the operational risks, Mr. Tsakiris addressed the environmental toll of these rerouted voyages. With longer distances come increased fuel consumption and higher emissions, he noted. “Whilst, CII rating may seem improved, the ships are burning more fuel as they take these longer routes which directly impacts the industry’s carbon footprint. This is a serious concern as we work towards reducing emissions in line with international targets. We need to find solutions that not only meet regulatory requirements but also genuinely reduce the carbon impact of global shipping.”
Ilias Tsakiris also explored the changing risk landscape as a result of geopolitical tensions. “Underwriters are increasingly cautious when it comes to vessels with connections to high-risk regions,” he said. "Past experiences in conflict zones, particularly around the Red Sea, are playing a larger role in risk assessments.”
He explained that sanctions and geopolitical strain had made insuring vessels with ties to countries like the US, UK, and Israel more complex. “Risk selection is becoming more selective. Insurers are closely examining both the physical and political risks involved.”
Future outlook
Looking towards the future, he highlighted the industry’s ongoing efforts to support the transition to more sustainable shipping. “The push towards dual-fuel vessels and the exploration of alternative fuels is changing the makeup of the global fleet. New vessel deliveries are strong, but we’re also seeing an ageing fleet, which brings its own set of challenges.”
One major concern is the growing “dark fleet”—vessels with unclear ownership and often dubious classification. “This so-called ‘dark fleet’ presents significant risks for marine insurers. These ships are often operated by questionable entities and their lack of transparency makes it difficult to assess liability in case of accidents or pollution. This is a growing concern for marine insurers.”
Despite the many challenges facing the industry, Mr. Tsakiris reaffirmed IUMI’s commitment to promoting excellence in underwriting. “Education and expertise are more important now than ever,” he said.
Through initiatives such as the soon-to-be announced IUMI Masterclass in Hull Insurance, we are ensuring that our professionals have the skills they need to navigate these complex times.”
He concluded by acknowledging that while the future holds many uncertainties, the marine insurance industry has always thrived on its ability to adapt. "For 150 years, we have evolved and grown. As we look to the future, we must continue to innovate, educate, and protect the global maritime industry for the next 150 years and beyond."

SEA Europe, the Shipyards & Maritime Equipment Association of Europe, has submitted its formal contribution to the European Commission's public consultation on the draft revised State aid rules for land and multimodal transport, with a focus on inland waterways. Representing Europe's maritime technology industry, SEA Europe welcomes the Commission’s initiative to support the inland waterways sector but calls for more ambitious criteria to ensure sustainable, digital, and high-tech solutions are prioritised.
The inland waterways sector, despite transporting 150 billion tonne-kilometres of cargo annually, faces an aging fleet and limited financial capacity, dominated by SMEs and family-run businesses. The European Commission has proposed criteria to facilitate State aid for acquiring and modernising inland vessels. While SEA Europe appreciates this support, the association stresses that these investments must align with the EU’s Green Deal and support the business case for the European maritime technology industry, comprising shipyards and maritime equipment manufacturers.
SEA Europe’s key concerns: Lack of sustainability and innovation: The current draft lacks conditions for the use of state-of-the-art, green technologies in new vessels. SEA Europe argues that this is a missed opportunity to drive innovation and transition to zero-emission, digitalised fleets. Unfair competition from non-European shipyards: The proposed rules do not require vessels to be built or retrofitted in European shipyards, potentially funnelling funds from EU countries to non-European competitors that often benefit from domestic subsidies, further disadvantaging European shipbuilders.
Ambiguity in aid eligibility: SEA Europe calls for clearer eligibility criteria to ensure that European shipyards and maritime equipment suppliers can access aid for the production and modernisation of inland vessels.
SEA Europe recommends that the European Commission’s rules include specific provisions to ensure that State aid supports the acquisition of vessels that are equipped with cutting-edge, sustainable technologies and that priority is given to European manufacturers and shipyards. “Europe’s inland waterways present a unique opportunity for greening, digitalization, and automation. However, without clear criteria that promote innovation, environmental stewardship, and support for European shipbuilders and equipment manufacturers, this opportunity could be lost,” said Christophe Tytgat, Secretary General of SEA Europe.
SEA Europe remains committed to working with the European Commission to ensure that the inland waterways fleet of the future is both environmentally friendly and built in Europe, fostering innovation across the continent.
SEA Europe represents close to 100% of the European shipbuilding industry in 16 nations, encompassing the production, maintenance, repair, and conversion of all types of ships and floating structures, commercial as well as naval, including the full supply chain with the various producers of maritime systems, equipment material, and services. As an NGO observer at the International Maritime Organisation (IMO), CESA represents the shipbuilding industry and its supply chain from EU Member States, Norway, and Turkey.

Skarmangas Shipyards has delivered to her Owners, on time, a 274.2-meter Suezmax tanker after extensive repairs to her shafting system. The 50-meter-wide vessel arrived at the shipyard with her tail shaft seized in the aft stern tube bush.
The repair involved the removal of the seized shaft and original stern tube along with the intermediate shaft and bearing. The tail shaft, stern tube, stern tube bushes and intermediate bearing were all replaced with new ones. The original 42 ton propeller was blue-fit on the new tail shaft. The new stern tube was realigned to the flywheel along with the bushes and intermediate bearing.
During her stay at Skaramangas the vessel also completed all required works for her 3rd special survey. After delivery the vessel underwent successful sea-trials.
This repair establishes Skaramangas Shipyards as a go to shipyard in the Med for laborious repairs on large vessels requiring highly skilled workforce and facilities to match. Skaramangas Shipyards, located in Pireaus area, holds one of the largest dry docks in Eastern Med (335m length, 54m wide) capable of accommodating Suezmax tankers. Following its privatization, Skaramangas Shipyards, is back in the ship repair business and so far, has hosted more than 17 vessels of various types and sizes.

Golf and maritime have journeyed together for the last 10 years in an effort to highlight the great Olympic sport and support non-profit organizations that truly need help. Greece’s top golf tournament, the Greek Maritime Golf Event, celebrated its 10th anniversary by hosting leading global maritime executives for three days at Costa Navarino, where they enjoyed superb weather as their ally.
The Greek Maritime Golf Event took place on September 5-8, 2024, featuring a rich program filled with golf and parallel activities.
Competitive Action with a View of the Ionian Sea
Greek Maritime Golf Event gathered more than 90 top maritime executives, forming 23 teams of four players. The golfers competed at the award-winning “World’s Best Golf Venue” at the World Golf Awards 2023, Costa Navarino, playing among century-old olive trees with a unique view of the Ionian Sea, the historic Bay of Navarino, and the picturesque port of Pylos. On Friday morning, September 6, the first shotgun scramble took place at the International Olympic Academy Golf Course, and on Saturday morning, September 7, the second shotgun scramble was held at The Hills Course.
As part of this year’s event, non-golfers had the opportunity to attend the Golf Clinic at The Hills Course and learn the basics of the sport from the renowned Greek PGA golfer and tournament organizer, Thanos Karantzias. The clinic participants were welcomed by the General Manager Costa Navarino Golf, Mr. David Ashington.
Unique Experiences at Costa Navarino Golf
The production team of the Greek Maritime Golf Event ensured a rich golfing experience throughout the tournament. All players enjoyed refreshments at the catering stations, including excellent pizza from La Cucina Italiana, authentic Greek cuisine with unique souvlaki and burgers prepared by the experienced chefs of Poseidonia Restaurant, using Greek meats from Aggelis Meatworks, and fresh fruits from Messinia. They stayed hydrated with natural mineral and sparkling water from μ. Artisan Water, Greece's first premium artisan water, bottled in aluminum cans, making it the first Greek water to be 100% recyclable. The Hellenic Marine Environment Protection Association (HELMEPA), one of the most impactful environmental organizations, and SQLearn, the specialized maritime online training provider have delivered the Standards of Training, Certification and Watchkeeping for Seafarers (STCW) online training in the context of their collaborative effort receiving approval by the Cyprus Maritime Administration.
Three STCW courses on safety and security onboard, designed and developed by SQLearn (HELMEPA member), are available online with Computer Based Training (CBT) under the certified Maritime Training Center of the awarded HELMEPA Academy.
This marks a groundbreaking milestone, as these are the first-ever STCW courses approved by the Cyprus Maritime Administration to be delivered exclusively via e-learning.
In the context of this unique collaboration, parts of the proceedings are offered to support HELMEPA’s mission “To Save the Seas”.
“HELMEPA is constantly looking for ways to assist seafarers in their duties, enhancing safety, security, pollution prevention and environmental awareness on board. The access to e-learning STCW courses allows seafarers to acquire the necessary quality and certified training whenever and wherever they are, while also supporting HELMEPA’s training and awareness raising initiatives”, said Olga Stavropoulou, Director General of HELMEPA. “We are looking forward to continuing our collaboration with Cyprus Maritime Administration in yet another training field, providing our members with top quality and modern training services”, she added.
“This groundbreaking achievement offers a new experience in STCW training, as it allows seafarers, cruise ship and yacht crews to remotely complete STCW training required to be qualified individuals and join vessels, thus saving time and money and not disrupting their careers,” noted Spyridon Gkoumas, CEO of SQLearn. “Leveraging SQLearn’s more than 10 years of innovation in maritime training, the STCW training can be completed exclusively online, from home or even on board, presenting a significant benefit, especially when considering the limitations of traditional on-site educational resources for seafarers”.
The STCW Basic Safety courses that are currently offered through the HELMEPA-SQLearn collaboration include:
• Security Awareness Training for all Seafarers, STCW Section A-VI/6-1
About HELMEPA
The Hellenic Marine Environment Protection Association (HELMEPA), founded in 1982 by visionary Greek shipowners and seafarers, with the mission “To Save the Seas” is one of the most impactful environmental organizations, leading the way -for over four decades- in protecting seas and coasts, ensuring safety at sea, and promoting sustainable development.
Over the years, the HELMEPA has grown exponentially, with a community of nearly 300,000 volunteers dedicated to its cause. Today, the Association has evolved into an open, multi-level, participatory platform consisting of 353 companies and organizations in Greece and abroad, over 2,341 ocean-going vessels, and 15,200 seafarers and marine professionals, with an extensive network of stakeholders worldwide.
